Ted Wooten, P.E.\nChief Engineer – Oil & Gas Division, Texas Railroad Commission\nPresentation:\nRRC has spent several years preparing to receive primacy from U.S. Environmental Protection Agency (EPA) for the Class VI well programs. The Class VI well program for CO₂ sequestration will join a mature Underground Injection Control (UIC) program that already includes Class II, Class III, and Class V wells.\nThe primary goals include generating high-quality permits efficiently while protecting the people of Texas and its natural and mineral resources.\nOn November 7, 2025, the EPA signed the final rule approving Texas’ request for primary enforcement responsibility of Class VI wells under the SDWA Section 1422 program after extensive review and public comment.\nTed Wooten has over 40 years of oilfield experience across operations, research, academia, and executive leadership. He holds a B.S. in Petroleum Engineering from the University of Missouri-Rolla and is a registered Professional Engineer in Oklahoma and Texas.\n\n2. Travis Baughman\nEngineering Advisor – Cement Specialist, Worldwide D&C Performance & Systems, Oxy\nPresentation: Ordinary Portland Cement as a Barrier for CCUS Applications\nThis presentation reviews API’s 2026 technical bulletin evaluating the durability of Ordinary Portland Cement in CO₂ exposure environments. Topics include chemical resilience, alteration mechanisms, and implications for well construction and abandonment.\nTravis holds degrees in Chemistry and Chemical Engineering from the University of Pittsburgh and has held technical leadership roles with Schlumberger, Cement Solutions Inc., and now Occidental Petroleum.\n\n3. Roy Tachi\nTechnical Manager, Marketing & Services – JFE Steel America\nPresentation: Advanced Martensitic Stainless Steels for Carbon Capture and Storage\nThis presentation evaluates corrosion behavior of martensitic stainless steels in CCS environments and proposes a framework for material selection using domain maps based on ISO 15156 guidelines.\nRoy brings over 15 years of material science and manufacturing experience from JFE’s Japanese facilities and now supports US operations in pipe products and corrosion services.\n\n4. Corey Shircliff, P.G.\nSenior Geologist | Project Manager – Cavern Solutions Inc.\nPresentation: You’ve Received a Class VI Permit — Now What?\nThis presentation covers post-permit execution strategies, construction timelines, regulator engagement, and coordination of parallel permits to ensure project success.\nCorey previously served with the Louisiana Department of Energy and Natural Resources where she led Class VI primacy efforts and hydrogen storage programs.
